Chapter One: Introduction
1.1 Background of the Study
Discrimination in its various forms—whether based on ethnicity, religion, gender, or disability—remains a pervasive issue in Nigeria, despite constitutional guarantees for equality and non-discrimination (Akinola & Salawu, 2023). The Nigerian Constitution provides for the protection of human dignity and equality before the law, yet the practical application of these principles has often been hindered by societal norms, weak legal enforcement, and systemic barriers. This study will examine the effectiveness of constitutional provisions in combating discrimination in Lafia Local Government Area (LGA), Nasarawa State, focusing on the challenges faced in achieving true equality in practice.
1.2 Statement of the Problem
Despite constitutional provisions aimed at combating discrimination, marginalized groups in Lafia LGA continue to face barriers to equal treatment, particularly women, ethnic minorities, and people with disabilities. The study seeks to investigate the role of constitutional law in addressing these forms of discrimination and the challenges in enforcing these provisions at the local government level.
1.3 Objectives of the Study
To assess the effectiveness of constitutional provisions in combating discrimination in Lafia LGA.
To identify the key challenges in enforcing anti-discrimination laws in Lafia LGA.
To propose constitutional reforms and policy recommendations aimed at reducing discrimination in Lafia.
1.4 Research Questions
How effective are constitutional provisions in combating discrimination in Lafia LGA?
What are the main barriers to enforcing anti-discrimination laws in Lafia LGA?
What reforms can improve the protection against discrimination in Lafia LGA?
1.5 Research Hypothesis
H₁: Constitutional provisions against discrimination are inadequately enforced in Lafia LGA due to weak institutions and lack of political commitment.
H₂: Socio-cultural practices and systemic biases significantly undermine efforts to combat discrimination in Lafia LGA.
H₃: Strengthening the legal framework and increasing public awareness can significantly reduce discrimination in Lafia LGA.
1.6 Significance of the Study
This study will provide insights into the challenges of enforcing constitutional provisions against discrimination in Lafia LGA, offering recommendations for legal reforms that can promote greater social justice and equality. The findings will be of value to policymakers, legal practitioners, and civil society organizations working to protect the rights of marginalized groups.
1.7 Scope and Limitations of the Study
The study will focus on Lafia LGA, Nasarawa State, and will explore the effectiveness of constitutional provisions in addressing various forms of discrimination. Limitations include challenges in accessing data from marginalized groups and local authorities, as well as the complex nature of discrimination that spans various social, political, and cultural dimensions.
1.8 Operational Definition of Terms

Constitutional Provisions: The legal guarantees within the Nigerian Constitution aimed at ensuring equality and protecting against discrimination.
